What does a header have to do with the aux port sleeves? You can still have them activate properly if you have a connection from the exhaust system. RB's presilencer has one, and some people get it welded onto the header.
If you want to lose bottom end power, you can remove the sleeves and actuators.

If you want to use the air pump, you can get an 1/8" NPT fitting and drill/tap the airpump outlet side. Then run a vac hose from there to an emissions solenoid, and then from the solenoid to the aux. port feed line. You can use an RPM switch from summit racing to energize the solenoid at 3800 RPM. The wiring is pretty simple really. Just power, ground, and the tach signal from either coil. You can just plug into their test connectors to make it easy.
The only other thing to consider is the air pump air gets dumped out the side of the ACV over 3500 RPM, which will cause a big pressure drop in your vac line. This is solved by restricting the airflow into the air silencer tube. I did it with a plastic plug that had a small hole drilled through it.

the air pump on the s4s doesnt activate the 5th and 6th ports, its exhaust back pressure that does and like kerberos8 said go to the racing beat website and youll find the header you need, i believe it is called the streetable header for 86-88 N/A's.
