IN 1990 RX-7 test equipment

I have a 1990 Rx-7 convertable that has an electrical short somewhere in the system. The technician at the local dealer says he needs what he calls an engine controls monitor( which they no longer have) to work on the car. Can anyone help?

Personally if he is a Mazda Tech then he should be able to diagnose it.An electrical short is Mechanics 101.

I think he just doesn't want to work on a Rotary!..
