SK 1984 rx-7 12a engine no run?

Got this car a week ago dont have a clue about it and it will turn over but no run. I took the plugs out and couple are clean and the other two have oil on them. Any suggestions on whats wrong or is it time for engine swap?

If the motor is flooded, compression will read zero anyway. Make sure that the spark plugs are sparking. If so, then dump a couple of ounces of Seafoam down the carb, then try it again. That will usually get a flooded rotary back on its feet.
