Noob needs help with PA emissions

So I'm a college student in Philadelphia and I'm unfamilar with inspection and emissions because we dont have any in Michigan where I'm from. I'm looking at buying a na FC with a streetport and a full racing beat exhaust with presilencer. What are the chances this will pass emissions? Will it fail the anti-tampering check and therefore be ineligible for a waver? I've tried searching here and on the PennDOT website but I'm just wondering if anyone has any experience with this.

Thanks in advance and please excuse my noobness

there is no chance it'll pass. A presilencer replaces the cat, so none of the emissions will be cleaned up.

I would look into the historic tags (I'm not sure if they have such a thing in PA), but i'm getting them in January, and then no more emissions

and yeah, it'll fail an anti-tampering check, because it doesn't have a cat.

Sooo I'd need to replace the exhaust or find a shady mechanic. Anyone know any shady mechanics in Philly? And PA does have something like historic tags, but it states that it can't be on a daily driven vehicle - which means I can't use it more than once a week. I don't know how they'd prove this but I'm forced to park on the street and I don't know what cops would assume if they saw a car with collectible tags parked on the street.

I live in Pa, and I too have to get mine ready, from Georgia, where only Atlanta need it.

from what people are telling me, my 91 n/a does not have to take the emissions test.

I hope there wright..

if so all you have to worry about is the inspection part

It depends on what part of the state you live in, essentially if you live in a city like I do you've gotta pass emission, if you live out in the country then you only need to pass visual inspection.

Thanks for the offer, but I can't get a Philadelphia parking permit unless its registered in Philly, and since all the parking around my building is metered I need the permit.

Philly is a smog test part of the state.

I suggest you keep looking at what it takes to pass or alternate method of registration.

In Philly, you actually have the car on a DYNO for emissions. Its really stupid, because here in Pittsburgh we just do the 2 stage (idle and 2500 RPM) in park/neutral. They do the 2 stage on a dyno. If you put 5000 or less miles a year on the car, you are eligable for an emissions exempt tag. Alltho if your mechanic knows what to look for on a rotary, and your smog **** is missing, you will fail the anti tampering part.

How do you prove 5000 or less? I probably wouldn't be putting that many miles on it. Can I get a tag like that as soon as I buy the car?

As long as your plates are in GA and you have an address there (Parents etc) You can keep it registered in Ga.

It may depend on what year your car is.....

I'm in Lancaster and we have emissions testing, as well. Both mine are '88's which, as far as emissions is concerned, they do a pressure test on the gas cap while (I believe) that everything else is exempt - for that year. I'm not exactly sure where the break is and I know absolutely nothing about the anti-tampering. I would suggest consulting a local shop to see what is required or ask the current/previous owner where they went to have the car inspected. Again, some older cars are grandfathered under PA law - I wouldn't want to have to deal with CA smog laws......

it's a pain in the *** to find someone to pass it in philly. I dont know anyone though. You'll just have to pay someone alittle extra to pass it. Just go to a spot were they have young people like in center city. ask someone around campus.

First off. Pa law states that if you RESIDE (IE recieve mail at an adress in PA) Your license and vehicle MUST be Pa. (Im sure there are some stipuilations for students)

Secondly, the way the emissions exemption works is if 5000 miles or LESS are driven on the car since LAST inspection (The mileage is written on the back of the stickers) Then you are exempt from tailpipe sniffer. You STILL have to pass a visual inspection of your emissions controls during the actual safety inspection.

There is NO modification for this, unless your car is a pre 71ish car with classic or antique plates. Cars that are 73 or newer with either plate are subject to sniffer.

Philly info here http://www.drivecleanpa.state.pa.us/...pa/info_se.htm
