That's a steal! Give him a call and meet up. That's the only way to find out for sure...

That says enough right there, it's either a fair deal (on a car that's going to need a lot of maintenance) or a scam. Call and find out, I'd recommend setting a meeting during the day and bringing a friend. And make sure the title is real.

 

He probably forgot to put a 1 infront of the 9

 

I called a few times, never got a call back.
