Radiator Cap Pressure

What is the maximum radiator cap pressure?

I've heard that the O-ring water seals can't take much pressure.

When I build an engine, I pressurize the coolant system to 25psi and let it sit for an hour and then monitor the pressure change (if any)

Combustion pressure is going to be several hundred psi. So the inner ring, at least, is able to withstand that.
