Iirc the way a lot of guys were getting around it, was that they were using other cars titles. ie- r34 can still be registered locally even though they arent legal on the federal level, but if there were any problems, they would register it as an s14 or something like that. Idk it that makes any sense or if thats even something you want to do.

So no one knows how to do it? I know that its not completely legal at federal level but I just want it to be plated in Illinois so I can drive around Chicago till it turns 25 years old.

Your VIN can make bells ring for Customs Enforcement and they won't care how many Illinois registrations or titles you have, or how 'partially' legal it is. It's contraband in the U.S. and can be seized and crushed.

That is for a 96 that was never sold in the
Usa. If I were to buy a shell and title with the same year being a 93 would I be able to say that a rhd conversion swap was done on it?

Apparently you didn't read. No RHD was ever sold in the U.S. and the VINs are different. You want to forge/lie about the car, go for it. But know that it's a felony, and you're not any more clever than those guys who who've had their cars seized and crushed. Also know that while you might get away with it for a long time, all it takes is an enforcement push by Customs or driving past the wrong Federal employee.
You have two safe options....part it out and buy a LHD car, or sell it back to someone in Canada and buy a LHD car.

Where I live (not Illinois) you have 30 days from the date of purchase to get the car plated, regardless of where it was bought....your city, the next state or a neighboring country. During that in-transit period you must have the ability to produce upon demand by L.E. "proof of ownership"...a title or bill of sale that refects that purchase date along with a detailed description of the car (proof of insurance is also required). After that in-transit period has past, you're subject to citation or, in the absence of proof of ownership, the car is impounded.
I suspect it's not much different in Illinois.

If the car is still registered to my canadian cousin and insured by him could I drive without him in the car. This is what I meant by driving a canadian plated car.

Research my friend. I'm in the same boat, because I live in St. Louis but I'm currently stationed out here in Japan. And I own a 96 FD3S with lots of goodies....Take 2 hours out of your day and you will finder your answer.
But I'll give it to you right away...
NO. No you can't. Don't believe me, talk to your highway patrol and DMV.
