MT and emissions

Am I correct in thinking that I should be able to lean out my streetported 87 NA with my LT10 enough to pass an emissions test?

Does anyone have any experience with this? I have to pass a treadmill test. I just tried on Saturday and failed the Hydro Carbons and the Carbon Monoxide(?).
