Help! TPS Signal Wire at Microtech LT16 ECU read 5v.

I need some desperate help.

I disconnected TPS. We even cut the TPS signal wire going to the ECU. It should read 0% TPS, right?? LT16 software still says 99% TPS position. and the wire reads 5v. It's as if there is internal continuity (inside of Microtech LT16) with TPS signal wire & 5v input.

There is no continuity of 5v and signal wire at the harness. Ground is grounded.

Can someone help?
