My trailing coils don't fire when i check for spark on startup, although i hear they dont fire until its running? can anyone verify this?

my leading do fire

and when i had the car ready to start, it flooded out the leading plugs BAD and flooded the trailing semi-bad.

also when im setting static timing, i move the crank to the yellow mark and set the top igniter correct?
