To answer your question, Yes MS1 extra code can control fuel and spark. This is the most common setup on a rotary, as it uses the factory CAS. If you didn't want to control spark, you would need something else to control that such as the dizzy ignition system from a 12a motor.
The MS2 extra code will also run a rotary now, but i use MS1 so I am not as familiar with that setup.

Both MSI and MSII control fuel and spark. You will need to load MSnSE code to the MSI before you get spark control. MSII needs MS_Extra before you get rotary stuff.
Both boards require hardware mods to run our ignition and read our CAS.

well the previous owner of the ms said it was off an s4 tii. it even came with this http://i30.photobucket.com/albums/c3...s/PIC00311.jpg .
That's one of my plug'n play setups. It should be as it says: plug 'n play.
If the previous owner messed with the firmware or settings that are loaded, you may have to reset those, but other than that, it should just work.
The only thing that usually affects the plug 'n play ones is having bad grounds or other bad wiring in your stock harness.
