I can't figure out what that plastic piece is, in the last picture. Is it for the sunroof?

The prices on FD in WA are generally cheap. 8-9k is what a running FD costs, anything over that and you're getting ripped off. Right now I would like to put in another rotory, but I'm a little worried because there aren't many shops in WA that know what the hell they are doing.
