license plate frame

i saw this license plate frame on this car, it was flipped down at low speeds, but once u got up to like 45-60 MPH it would flip up to allow for air flow, does anyoe know what im talking about? any got a make/model or a link?

Here a some links, not sure where to get one though. They used to have one on importfan.com, but i dont know where it went.

I've also seen an motorized hide away license plate frame, but not sure who makes it. It's mainly on hot rods.
