Condensation in 99 spec turn lamp after it’s been on – how do I stop it?

I have a Canadian FD with daytime running lights, so the orange light in the 99 spec turn lamps is always on. After about 10 minutes of driving, no matter what the weather is like outside, the lamp eventually fogs up. It clears after about 45 minutes or so after the car is shut off. Only one of the lamps is doing this, the other is totally fine. Both have a small black rubber tube that is open to the atmosphere and both bulbs are sealed in tight. The lamp that fogs does not have any obvious seal damage as well.
My main question is this; should the light be completely sealed or vented to stop this?
Thanks.

So I sealed everything on the lamp casing and it held pressure at 20 psi. Still condenses... it's driving me crazy

The car has daytime running lights (canadian FD) so the orange light is always on. The condensation is always around the plastic in front of the other bulb (which is not on unless headlights are on). The other lamp (passenger side) is fine, however, no condensation whatsoever.
