Kerosene or gasoline works extremely well.....just be very careful with either of these flammable liquids. I usually take a soft terry-cloth towel and lightly soak a portion of it, then lightly rub against the tar.
Be careful....sometimes there are little tiny bits of the aggregate (gravel) mixed in. If you have a large glop of the crap, this is especially important to watch for.

just try clay bar first, itll take almost any nasty stuff on the paint, no fear of damaging the paint or w/e. but make sure you just throw away the clay bar after ur done since itll pick up all the gravel in it and knead extremely often.

the most important thing of all is not to rub the surface.... let the chemicals do the work so that you don't scratch the paint.

I just use "Bug and Tar" remover that you can buy at any autoparts store, but gasoline or pretty much any petroleum-based solvent will probably work just as well.

Soak a small cloth, and apply it to the area and use only the most minimal of rubbing to get the job done.

kerosene is not bad for paint, its the main ingrediant in DuPont's Prep-Sol, I also say that unless there is very little asphault on the car dont rub it in with clay
