just ask
well you can buy the original one and ask the person who is installing it for you to shave off the license plate holder(that's what i did). The guy that did it for me shaved it off and he cutted a piece or urethane to replace it under the shaved off spot and did something else to it but i don't know....if i have a digi camera i would show you how mines look like but i don't...sorry...

silver93tt had his front modified, they cut out the license plate and filled it in with some material....looks really good, i just think the front plate takes away from the general look of the car.

Someone (a skilled body work shop like the one who did Silver93tts) could probably make decent bucks selling pre-shaved and filled factory bumpers, ready to paint.
Rotary Extreme tried to make a urathane shaved copy, but no one was willing to pay up front for it... looks like his FEED wing copy will suffer the same fate.
I still can't fathom why Mazda made it that way in the first place.... You're really screwed if you got one in europe... their plates are a totally different shape!
