How many posts to unlock all sections of the forum?
When replying to an existing thread, it says we need a certain number of posts, but when starting a new thread, we're advised against not starting a redundant thread.
Not much for a newbie to do but leave the forum and go somewhere else?

The post count mechanism is essentially a filter. The forum wants to weed out certain types of members. The way it's being used now, the weedwacker has a pretty broad stroke and it may be losing valuable contribution in addition to unwanted posts.
I personally think membership duration coupled with page view count is a superior metric over post count. It's also imperfect, but superior to post count.
The main reason we implement moderated posts is to protect the lot of yous from scammers, spammers, thieves and other undesire-ables There have been lots of scammers that have attempted to use the classifieds to steal from people. Some have succeeded.
Moderation and post counts give us a means of keeping you guys safe and keeping those people out.

Why Was My Post Not Approved?
There are a few reasons why your post was not approved. The most common are as follows:
You posted a "Want to buy" or a "For Sale" thread. These are not allowed in the New Member Section. Please post these in the suitable Classified section. You will need to accumulate at least ten legitimate posts before you are allowed to post in those areas. Any posts trying to sell or buy parts/cars outside of the Classifieds boards will be deleted with no message sent to the New Member.
You post did not appear well thought out or was vague. Show us that you care enough to spend the time to put together a new thread. If you simply put "Hi my name is Bloggins and I like Rx-7s" or "nice looking ride!"we will not approve it. As a general rule, try for at least three well constructed sentences.
Try to use proper English. This isn't your high school yearbook, or public restroom. Stuff like "n e 1 gots sum lambo dors b cuz dat iz balla" won't fly here. If I personally see it I will delete it, or if I'm in a good mood, I may attempt to translate. I'll probably use big hot pink text though, so watch out.
You posted a message solely to increase your post count. Posts like "I'm just increasing my post count," "welcome," "rotary RZ-7 ftw" or "Post 3 for me" will be deleted...simply using a or such will also be deleted.... Tip: In the Introduce yourself board, there are 4 "Reading" threads sticky'd to the top of the index. Read the message and/or links and then reply in the thread, that's one legitimate post count. Only one reply is allowed per "Reading" thread and in the "Fill out this questionnaire" thread. Multiple replies in a single "Read"/"Fill this out" thread will be deleted with the possibility of all replies deleted in all of the sticky'd threads if this "one reply" rule is violated...and down will go your post count, just like that.
Threads devoted to other competing forums (as described above) are also prohibited and can be deleted without any notice. Direct links or referencing to other competing forums are also prohibited and may be removed at any time.
Spam, advertisement, vulgar or offensive posts will not be approved. Depending on the nature of the post you may also be banned.
If the post was one of your first 5 posts, no Location Icon was used or, if not available for your geographic location, a location wasn't used in your thread title.
And on that note, I think this thread has run it's course.
