Correct. That's why fuel curves on alot of the base maps downloaded here look like two ramps; a shorter one for about the first 11-13 load bars (with a vertical, dotted line shortly thereafter) then a longer one. The primaries are on only in this first ramp. At the staging point, they are brought down and fired in batch with the secondaries. Staging on the older systems is quite difficult as Bastard has mentioned when using large secondaries like 1680's.
