Haltech Injection Duration - normal to be reading with car off?

Question Injection Duration - normal to be reading with car off?

I just powered up my E11v2 on my 20B for the very first time. I did not start the car other than to crank it and ensure I had an rpm signal.

Is it normal, on the gauge page, for the Injection Duration to be reading 4.5ms (or whatever is set on the 0rpm fuel map) with the engine off and the ECU powered on? My E6X does not do this and I was wondering if it was the result of a wiring issue or something else.

Thanks in advance, this has been bugging me!
