Angry Wont resart wont idle

I have a '87 TII (flat panel to cone filter conversion and 3in catback w/straight pipe) and it wont idle. When i start it up it stys running with no problems but if i let off the throttle it just stalls out. I have heard it could be the BAC valve and im pretty sure thats what the problem is. i have to take it off and clean it up hopefull that will work. any other ideas please tell. Problem 2. After i drive for any amount of time, turn it off, and go back to start it again within about 20 min, the car wont start, because the engine is flooded. i then have to get out pull the fuel pump fuse thingy unflood, put the fuse back in, and then it usually will start. I was gonna just put in a fuel cut switch, but would cleaning the BAC valve fix my prob. any ideas, thoughts or fixes please tell.
