what does it go down too? does it go down by alot?you may have a boost leak ?
mine fd does this, i notice alot is based on how cold or warm the outside temp. is, colder it is better it boosts, i think when i get a fmic maybe it will sort the problem out.
mine only drops a little tho second turbo peaks to 0.8 then holds 0.7 (or under sometimes)

the amount of air used by the engine goes up with load
the turbo is sized to keep up with load up to the med/high rpms range, so at high rpms, it just cant keep up all the way
thats why a bigger turbo at the same PSI will make more power
edit:cold air is denser and easier to keep the engine fed with
