Question Turbo N/A Engine?

Hi guys,
a friend of mine has a 1st gen witha a blown 12A; he's considering about buying a NA 13b made turbo; my question is: how good and reliable are they? I understand the NA has more compression, thus you can't boost over 6-7 psi or you'll pop something... is that right? He, like me, is pretty newbish in this world and I don't want him to trow away his money...
Best Regards!
