Throttle Sensor Adjusting Issue

I've a 85 GS with the 1.1 liter carbureted engine and 5 speed. After replacing the coasting valve, I'm having difficulty adjusting the tps so that both voltmeters synchronize when hooked to the test receptacle. I've tested the tps and it meets specs. I've used a spare that checks out good also but with negative results. Regardless of how much the adjustment screw is turned I cannot obtain synchronized output. Emission sensors, valves and solenoids operate correctly. Engine timing and idle are on the money. Vacuum lines have been replaced but the problem persists. Though the engine runs smoothly I feel a need to get to the bottom of this. Any ideas or suggestions would be appreciated.
