rebuilt motor?

I just recieved a rebuilt S5 NA engine. Was told all well within spec. Fresh 0 miles. When i turn the engine over it doesnt have much compression compared to some of my other still good engines. Normally the motors im comparing too actually have to be somewhat forced to turn over and they have a bounce back effect if you dont complete the compression stroke. Is this normall for a rebuilt motor to not have the bounce back effect i speak of?Also when i push in on the apex seals there isnt, if any spring to them? I am hopiong its just the assembly lube creating suction on the seals or something along the lines of that. BTW this is the first engine i have ever recieved rebuilt.

Installed plugs and compression sounds good.
