Primary Fuel Injector

I have a 93 rx7 twin turbo that had been sitting for about 5 years and would not start without starting fluid but once this burned off it would just die again. I pulled the primary fuel injectors and then the plate the injectors go into. Under that plate are seals that looked like they were blocking the spray pattern. Also there weren't any defusers only something that looks like one but seems to be part of the block. Is this correct or are parts missing? Also would the seal or the missing defuser cause the not start condition. Any help would be great.

Can't really see from the picture what you are referring to.

After sitting for 5 years though, the entire fuel system will need to be overhauled. All injectors tested and cleaned, lines replaced, filters replaced, pump replaced.

And that's assuming it was parked in operating condition.
