Is it normal for the rpm's to fluctuate at idle?

nothing really serious, just like 950-650rpm's

is that normal?

and do you think i got a good deal on my car, she has ~75,000miles, doesn't smoke, no leaks, average body.....I paid $2500 (usd)

Not bad... I paid $2700 for my 88 FC vert with 148k. On the 2 1/2 hour drive home she developed a leak at the oil pan and rear main. She also needed struts, an A/C charge and a radio. The engine compression was great and the body and paint were original and in good cond.

Your car should start up and rev to appx 3k rpm (part of the rotary warmup process) then settle back to 750rpm. Do a search for idle... there are several things this could be.
