is it safe to remove surface rust with kerosene?

it takes something abrasive to remove rust. kerosene is a liquid, nothing abrasive about it.

What are you removing it from? If steel or iron parts, I use Muriatic acid. In the states, you can get a gallon for a few bucks at most hardware stores. It removes the rust, and after rinsing with water, throw some paint on and the rust won't come back.

But be careful with it, because it is, afterall, acid.
