FMIC's are aluminum. If you chrome-plate it, that will rather drastically decrease its heat-dissipating abilities, not to mention that chrome doesn't like to "stick" to aluminum very well. If you have it polished (why?), it can potentially increase thermal efficientcy by ease of air-flow through the core. But, to polish it (by way of acid and electrolosys; elctro-plating) removes a very small ammount of metal and can cause pinholes and pock-marks if done incorrectly. Don't wase your time on this one.

Do you want to polish the core or the endtanks? You can't really polish the core, but you can always do the endtanks by hand, or with a buffer, or have a shop do it. Unless you eff-up and polish *through* the endtanks or leave some kind of residue inside the IC, you should not hurt anything by polishing the endtanks.
I see no benefit to chrome plating any part of the IC.
