Turbo Running Sluggish???

Turbo Running Sluggish???
My best guess is the turbo is suppose to speed up the car in a continuous motion of speed as it goes faster. Though I've felt while sitting in 3rd gear that my turbo speeds up the car sluggish. Like there would be a burst of speed then it would quickly go away then another burst of speed, Its not continuous. Could it be due to a vacume or intake problem?
