Front Eccentric Thermostat

ok guys, I need some help if anyone knows. I am doing a Rebuild and the Crank i got same with the Replacement Plug to take the Thermostats place anyone give me a reason why you would want to do this and if its a good bad or does not matter thing?

Prob number 2 if anyone knows as well this new block i put together I ended up running a turbo houseings < I have a NA care and keeping it NA> the prob i found tho is that there are 2 holes above the exhaust that are blocked on my old NA houseings but NOT on the new ones. any ideas on how plp are blocking these or if i even have to? thanks guys for any and all info
