Front Cover/Hub Question

Front Cover/Hub Question
So I've put the front cover on my rebuild, and have two quickie questions...
First, check out the attached image, for some reason, my front cover doesn't sit flush with the front iron at the oil pan rail, but only on the passenger side. It's sitting approx. .020" lower than the front iron (the drivers side is flush). I'm guessing that this is bad, just not sure how it happens, since the front cover should be aligned to the front iron by the dowels, correct??? Should I just carry on and hope that the RTV on the pan seals it up?
Second, do the 93' and up engines use a copper washer on the front hub??? I don't see it referenced in the FSM (they say to put some sealant on the back on the hub bolt). I can't remember when I took it apart that it had a washer there.
