Do I need boost pills with a Boost controller?

Hello everyone!
I just finished doing the vac lines on mf FD, and now I have 2 slight issues.

#1 when I drive it, I let it warm up for 5-10 min of normal easy driving. After that I usually give her some more gas. Ever since I did the vac lines, I have noticed that if I get on the go pedal, around 4500rpm it falls on its face and just pops and splutters. It won’t rev past that. I see that the boost is bouncing around from 10psi to 0 when it’s spluttering like that…

#2 when I rev it up while parked it revs to about 4500 (then it does what I described in issue #1) and then it very slowly revs back down.

I looked over all the vac lines, going by the diagrams I have seen, I think I did the vac lines properly… I don’t recall if there were boost pills in the old wastegate actuator lines. Even with a boost controller, are these needed? I

older HKS Boost controller
HKS F-CON V tuned by FEED engineering
