The vacuum hose runs to the Double Throttle Diaphragm which is used to hold the secondary plates closed when the engine was in the process of warming up. So, there was vacuum in the hose after a cold start and this vacuum would pull close the secondary plates until the vacuum disappeared and the plates would be allowed to open up. Mazdatrix sells the item, but you could also cap the hose and not rely on the throttle diaphragm since most don't work after all these years and you could let your throttle foot do the same job of the diaphragm by keeping the throttle low until the engine is sufficiently warmed up.
