Check RX-7 Fashion. They can get it for you. I'm sure some other places can as well, but don't know off the top of my head.

 

Yes that is the border front, they even sell one to use with '99 spec lights.. The only place I have seen it though is www.takakaira.com

IMO, that's the best non-stock bumper available for the FD. Doesn't need a lip, it has clean lines, and just looks sharp. No outragous angles or anything, doesn't look like a large mouth bass like some of the other bumpers.
