Teach me to tune a car?

I want to learn to tune a car, but I don't know anything about parameters, etc.

Any website that can teach me the basics, then the advanced? I'm looking to tune my car because there are no tuners around my area, so help me please!!!!

besides finding a good tuner, Are there any good website's or books for tuning rotaries ?
