question about afr on n/a fc

I just ordered an AEM wideband and safc II. Im completely new at tuning(which is why i got the most basic setup). From what Ive heard I need to lean out the lower rpm's. Would an AFR of 3 would be extremely lean? Should my meter read about 12.5-13 through the whole powerband? and is that under WOT or normal driving?
