Emissions with Standalone

I have a S5 GTU and am looking to go megasquirt, but this question applies to any kind of fuel tuning.

Knowing that the stock setup requires air injection into the cat because it ran so rich from the factory, could leaning the mixtures out eliminate the need for the cat air injection?
Could I remove the air injection to the cat and pass emissions as well as get a decent lifespan out of it, or would I need to go with a pre-silencer and swap the cat and air pump in for emissions testing?
