Wing below roof line is slow, **** air for the most part but at higher speeds will still provide downforce because the wing is still forcing air over and under it.

Wing at or above roof line is getting clean, faster, uniform-moving air, making the wing more effective and exerting more force. Wings with high surface area exert more force with less surface area if given placement is the same. Attack angle changes the force but will also change the drag coefficient of the car. I've seen cars with super low deck wings run what looks like 30-45* of attack angle on their spoilers to make up for the low profile placement to get more downforce.

I've seen mexicans give there civics and caviliers lift by running their attack angle backwards. I think the wings just slip and then dont give a **** or are trying to reduce understeer. I dont know or care. It's pretty gay either way.
