If it's simply to keep your "fd rare", you've got no business trying to say what

25 Year rule is a double edged sword. Change it, and my car is now worth a fourtune. Keep it, and Imports will continue to steadily grow in the small community of owners its affected.
Lower it to 10 years, and I can then own all the cars I want to own. Eliminate it all-together (like some states) and I will have a heart attack.
The rule is more of a freedom. It allows owners in a free country to own what they want. They say the issue is safety, thats the main concern of the 15 year rule. A 1955 Chevy Pickup didnt have seat belts. In the 70's bumpers were like ram prows. Hell, you can even drive a Model T, which has a Lantern for a Headlight. DTRL wern't standard till 1993. The List Goes on.
