That looks like the Pettit one in fiberglass. RE Amemiya makes one in plastic, too. Those are the only two I know of that look anything like that, any you could probably find information about them by searching for "column mount".

There are few people that make those. One of which is on the forum, or used to be, and made carbon fiber ones. Sorry I don't know his webpage
