Sort of need more information.

Is it 1.02 bar spike? Or constant 1.02bar through both turbos til redline?

Check to make sure that the vacuum line running from the primary turbo housing to the wastegate is fully connected.

But yeah....we kind of need a little more info....

Ditto on what Rynberg said - ensure the lines running to/from the wastegate actuator are not leaking or loose.
