What is this Whining Sound coming from Turbo Area. Can’t rev Past 3K RPM
Got my Car Running again, but this Loud Whining Sound is coming from the Exhaust Manifold Area. I can’t seem to Rev past 3500 RPM.
Compression in Both Chambers are Even.
No Oil Leaks, Good Oil Pressure. Blown Turbo???

It's just like if you made that noise with your mouth - a pinched hose or something that air is trying to go through and it's acting like a whistle/kazoo or something.
I don't think that problem would be related to not being able to rev. Do you have the engine warmed up when you are trying to rev it up? The car won't go to high RPM stock due to the secondary throttle plates staying closed until the car warms up a bit.
You're going to have to do some exploring to find that noise, that's something that was installed improperly.

The only noise a bad turbo can make is very high pitched screech when it's under boost - that's the turbo wheels hitting the housing. That's it.
You have a pinched hose or bad gasket somewhere. May also unplug the air pump and see if it shuts up - if so it's something in the air pump's air system. If not you can rule that system out.

Your secondary drain has a distinct oily look, undoubtedly the source there.
I'm reminded of a certain practical joke with the noise - hopefully no bastard friends involved!
