If liqud wrench doesnt work and the impact hammer doesnt also you might try drilling them out. Even though this can lead to spark and maybe and exploding gas tank i had to on 2 screws.
I would also bet its rust keeping them in.

No really- when messing with gas, be safe. drain/drop the tank and do it right. We dont need another dead 7/driver.

Impact screwdriver is the ONLY way to take those suckers out. Spark is not a concern - at this point, the fuel system isn't open yet.
Also, Sears has these slick screw extractors that are for damaged screw heads - those work great as well.
You can get impact screwdrivers at Pep Boys, Sears, Harbor Freight, et al.
