Well, I'm at a loss. Why won't my car rev past 4000 out of gear?

Reinstalled cleaned and tested injectors and the SARD FPR (blew a bit of compressed air into the orifices). Fuel pressure is at 45 psi at idle.
Engine now idles pretty well and the exhaust is now completely clear, with a bit of moisture.
Not sure what made the difference (maybe the main engine ground?) but I think it's finally time for road testing now. I can't rev it in the neighborhood because people will complain.
