Unkown chipped ecu identification help
The fact the date is written year first and says "FD3S" makes me think it's a Japanese chipped ECU. Back then few in the US used FD or FD3S, most called it a 3rd gen. Any US shop would not have written FD3S.
The code number of the ECU itself is also a clue, if it's a JDM ecu, there ya go.
With the JDM ECU's it's really potluck as to what you get. Some may be custom-made ROMs for a customer's car, you really just don't know what the map is.

what are your mods?.. I would control boost to 10 psi until you can hook up a wide band to see what afr's you are getting at different boost levels. it may be a good map inside !! who knows?
