turbos...need some opinions

turbos...need some opinions
ok here goes, the second turbo isnt coming in, the first boosts up to 10lbs then drops off..havent had time to pull apart and start poking around the solenoids and vacuum lines yet which is my main guess as to what the problem is...but the question is would it be more better to make it so that both turbos spool up at the same time? i heard it makes it alot easier to work on the turbos and eliminates some problems..what about the horsepower gains/losses if any? all opinions areappreciated.
