Turbo Help... a little baffled

Ok, I'm a little stumped. Here are my symptoms: I can hear the boost vent from 0-4250/4500rpm's and at that point(4500rpm) I get full boost all the way to redline. I thought that the charge control acuator or solenoid(checked all the other solenoids as well) was bad but both have been checked and work properly. I have checked the Y pipe seal by the CCA and it's fine. I also checked the y pipe for holes, etc... and it's good. The system is obviously sealed from the y pipe on because both of the turbo's work while running parallel. Any ideas? Where is the primary air venting? I'm going to be looking under the car tomorrow at the turbo control etc... tomorrow. Any help is appreciated.

See if the vacuum line that goes to the secondary turbo's blow-off valve is switched with the main blow-off valve. The rearmost BOV is supposed to vent boost while the secondary turbo is spooling, but if the line was on the front BOV you'd vent your primary boost while the secondary was spooling.

Rev the car up out of gear with someone feeling and listening under the hood for an air leak .
