Troubleshooting: Charge control Actuator

From the troubleshooting faq..

"A simple test for the Charge Control Actuator is to start the engine and let it idle, the actuator rod will be pulled in. Stop the engine and remove the hose from Chamber A and the actuator rod will be out."

What happens if the rod goes 'out' as soon as I turn off the car? (I don't have to pull the hose off Chamber A).

I think I'm getting closer to finding my problem! I replaced the check valve to the vacuum chamber and I 'mouth' test it. Is this where my problem possibly lies?

Also, is there any way to keep this rod pushed in (ie, no transition to secondary turbo?). As a test..
