Search for info on the '5th gear synchro'.

If the person knows what they are doing, they can drop the extension housing without taking out the transmission, and change that synchro. So I'm told.

It's not the price of a tranny rebuild, but there is still a few hours of labor. It's a good thing to bundle in with a clutch job.

To address your original question, it could be either the master or slave cylinder (assuming you are not low on fluid). In order, I would, first check fluid, second, replace master, third, replace slave, if one of the first two didn't work.

If none of these improve the situation, then you could have to replace the clutch and/or repair the trans, but hard shifting in all gears is often a clutch actuation problem.

^Good advice. Start with the cheap/easier fixes first before assuming the worst.

If it was the clutch hydraulics, you'd have grinding and difficulty getting into any gear, not just 5th. If the engagement point is VERY close to the floor, I'd definitely suspect the clutch hydraulics. But, since broken 5th gear synchros are such a common problem, that's what I'd suspect.

He said it was hard to shift, and reading between the lines, I think he meant in all gears... 5Th was the only one that was grinding, but I think he meant it was hard to shift into the others, also.

just crack it open and do it yourself. not that hard. you can get the synchro from malloy's.

edit: that will take care of the 5th gear synchro. Hard to shift in other gears. I will keep my mouth shut cuz I don't know.

If you have a Factory Service Manual, removing and replacing the transmission is pretty straight forward. Here's a link that might help with the rest of it.
https://www.rx7club.com/3rd-generation-specific-1993-2002-16/5th-gear-synchro-138279/

Other things that come to mind to inspect and/or consider replacing when you have the transmission out:

Clutch and PP
Throw-out bearing
Clutch fork
pilot bearing
Resurface flywheel
Front and rear transmission seals
