tps connection voltage??

I am checking my connection voltage to my tps and am getting the following....

top to bottom
0v
.1v
5.12v
4.60v

Now from my understanding it is supposed to be close to 5 for the full range and narrow range and the 3rd pin is supposed to be at 5 all the time.

Is there something i am missing that could cause me to get a low voltage on this?
i replaced ecu with another stock one to see if this was the problem it was not. could the connector be bad? im out of ideas at the moment..is there a relay or fuse that goes to this at all that i could check? any help is appreciated. thank you very much

maybe i didnt specify, the voltage is the connector to the tps without it being plugged in. thus its just the gray connector. This is the reading i am getting. i am getting 2 check engine lights....= 12 and 18 which are full and narrow on the tps. meaning its not getting the juice it needs. anyone have any suggestions? is there a relay or fuse that goes to this? ive checked out the connection and it seems fine. or should i cut the wires and re run them into a new connector?

bro, you have tyo HAVE the grey connector connected to the TPS to give the TPS power so you can check the voltage..just checking voltage on the plug won't tell you a thing.
